The over-riding Purpose (or goal) of the Hammond Island Council is to build a strong Hammond future for all members of the Hammond community.

To achieve the Vison, Hammond Island Council has implemented the following STRATEGIES:
Community Development Employment Program (CDEP) has been in existence since 1995 on Hammond Island. There are approximately 60 participants on the CDEP schedule, which creates numerous benefits such as the implementation of 12 programs within the Council's infrastructure. It aims to provide our unemployed community members with convenient local Employment and Training. It also builds our community members self-esteem, to gain confidence in themselves and by gaining necessary qualified skills, it acts as a stepping stone providing a smooth transition into Mainstream or by providing Quality Specialised Services to the local area.
In building a strong Hammond future, Council has the VISION that:
Council will provide CONSISTENT, HIGH QUALITY local government services to the residents of Hammond Island.
ALL PAID work on Hammond Island will be undertaken by our local community member, coincided by skilled Indigenous Torres Strait Islanders.
Hammond Island will enjoy the SAME standard of health as other non-Indigenous Australians (that is, members of the community will live, on average, to the same age as non-Indigenous Australians.
Hammond Islanders will MAINTAIN their Traditional skills and Culture.
